आदरणीय आनंद कुलकर्णी साहेब,
मला फक्त एकदा सांगा, किती वेळा तुमच्या प्रेमात आम्ही पडायचे? एका पेक्षा एक जे धाडसी निर्णय तुम्ही सार्वजनिक बांधकाम विभागात जे घेत आहात, आम्ही सगळेच, होय, पत्रकार सुद्धा, भांबावून गेलो आहोत. “धाडसी” या करिता, कारण या विभागात जे कोणालाही न जुमानता निर्णय घेतात, त्याची फौलादाची छाती असते, असे मला नेहमीच वाटते. या विभागात तुमचा दरारा आहे, याला कोणीही नाकारू शकतच नाही. असॊ. वाचकहो, काही “धाडसी” निर्णय येथे मुद्दाम सांगतो. नॉर्थ बॉम्बे डिविजन (उत्तर मुंबई विभाग) मध्ये कार्यकारी अभियंता म्हणून कुलकर्णी साहेबांनी पि. के. पाटील यांच्या जागेवर वाळके नामक महिलेची निवड केली आहे. हो, हा तोच विभाग जेथे वांद्रे सारखे नाजूक इलाके आहेत. काही महिन्यांपूर्वीच येथे खूप काही घडले होते. म्हणून हा विभाग तसा संवेदनशील आहे. मला पक्के ठाऊक आहे, वाळके ताई साहेबांच्या या निर्णयावर खर्या उतरतील. झाले असे की, गेल्या ४ महिन्यांपासून कुलकर्णी साहेब यानी मंत्रालयात काम करणारी वाळके नामक अधिकारी हिच्यावर बीओटी सारख एक महत्व्हाची जबाबदारी दिली होती, त्यावर ते स्वतः जातीपुर्वक लक्ष ठेवून होते। अगदी पारदर्शक पणे वाळके ताईने हे काम पार पाडले आणि बक्षीश म्हणून कुलकर्णी साहेबांनी तिला ही पदोन्नति दिली, असे म्हटले जाते. दूसरा निर्णय म्हणजे, आर. टी. पाटील, जे नाशिकचे कार्यकारी अभियंता होते, त्यांचे तात्पुरता निलंबन! पाटील यांची कुलकर्णी साहेबांनी ट्रासंफर केली होते, पण महाशय काही तेथून जाण्याच्या मूड मध्ये नव्हते.
पण हे काय साहेब , एकीकडे तुमचा आदरयुक्त दरारा आणि दुसरीकडे भुजबळ नामक अतिहुशार “बाई” अधिकारी. मॅडम ह्या उपअभियंता म्हणून हॉस्पिटल उपविभाग, प्रेसिडेन्सी ला कार्यरत होत्या. त्यांची बदली तुम्ही वाळके ताईच्खालीम्हणजे वांद्रे २ ला उपविभागात केली. पण आपल्या भुजबळ मॅडम तेथे जायलाच तयार नाहीत. चक्क सुट्टी टाकली आहे त्यांनी! मिळाल्या माहितीनुसार भुजबळ मॅडम आपली ऑर्डर बाधीत झाली पाहिजे या करिता त्या अतोनात प्रयत्न करत आहेत. शासकीय हॉस्पिटलच्या एका डीनला त्या दररोज साकडे घालत आहेत. डीन मुख्यमंत्री यांच्याकडे भुजबळ मॅडम ची शिफारस घेऊन जाणार असेही ऐकले. पण काळजी करू नये कुलकर्णी साहेब, त्या “लहान” श्या डीन वर लई “डोळा” आहे माझा! भुजबळ मॅडम यांचा नवरा पण शासकीय सेवेत आहे. महाराष्ट्र जीवन प्राधिकरणात अधीक्षक अभियंता म्हणून कार्यरत आहे. आले होते ना दोघे नवरा -बायको शिफारस घेऊन तुमच्या केबिन मध्ये? चांगल केलत हाकलून त्यांना साहेब तुम्ही. मिस्तर भुजबळ सुद्धा त्या दिवशी शासन खर्चावर, कोणालाही न कळवता, बायकोच्या पोस्टिंग साठी मंत्रालयात वावरत होते. असे काय आहे साहेब कि हे सारे अभियंते खुर्चीला सोडायलाच तयार नसतात? भुजबळ मॅडम याना आता जायचे आहे ते प्रेसिडेन्सी मध्ये एका क्रीम उप विभागात… हो, तेथेच जेथे एक उपभियांताचे पदोनात्ती होऊन तो “सुखवस्तू” म्हणजेच कार्यकारी अभियंता होणार आहे. १५ लाखांचे मोबाईल घेणारा हाच तो अभियंता! जाउदया विषयांतर नको…मागच्या ब्लोग मध्ये सविस्तर लिहिले होते या विषयावर!
बदल्या करताना तुम्ही विचार केला असेल, कि दोन स्त्रिया मिळून ऐतिहासिक कामे करतील, पण कोण समजावेल त्या भुजबळ मॅडमला हे ? काही सवयी मोडताच येत नाहीत. नुसता सूड घ्याचा म्हणून तुम्ही बदल्या नाही करत आहात. तुम्हाला विभागाची भिघाडलेली इमेज बदलायची आहे. पण असू द्या. भुजबळ मॅडम स्त्री आहे, म्हणून दुसरा न्याय नको. जे आर. टी. पाटील बद्दल तुम्ही भूमिका घेतली तीच इथेही घ्या. मला जर कोणी विचारले, तर किमान दोन वर्ष तरी मंत्र्याने सुद्धा तुमच्या मध्ये लक्ष घातले नाही पाहिजे. भुजबळ मॅडमला एकतर खूप दूर फेका किवा त्यांना निलंबित तरी करावे अशी किमान आशा बाळगतो…आणि तुमच्या सवईनुसार पुढच्या ३दिवसात या प्रकरणाला मार्गी लावाल याची मला आशाच नव्हे तर संपूर्ण खात्री आहे.

Sir, how many times should I be in awe with you? You continue to impress us with so many decisions that are so courageous, yes, In PWD, if one takes a bold decison, they are bound to be courageous! Bravo sir !! For readers, the latest decision Anand ji has taken is putting a lady officer incharge of the ever sensitive North Bombay Divison as an EXectuive Engineer. Miss Walke a charismatic engineer, has replaced PK Patil, and she has a daunting task of leading from the front. But we are sure, the trust which You have laid on Miss Walke, will not be compromised. Another landmark dicision of your’s was the suspension of RT Patil an Executive Engineer from Nashik, iust beacuse he did not take charge where he was transferred.
But sir, what is heart wrenching, that one side when a lady officer like Miss Walke has stepped up and taken the responsibility to head the North Bombay division, another lady whom you have put under Miss Walke, has just ignored your order left, right and center. This certain Mrs Bhujbal was working in capacity of a Deputy Engineer Hospital Subdivision under Presidency Division. It is learnt that she was transferred to Bandra 2 Subdivsion under North Bombay Divison and it seems Madam Bhujbal is in no mood to join there. She has gone on a holiday! If my sources are to be believed, Mrs Bhujbal is in no mood for transfer. In fact had Mrs. bhujbal joined under Miss Walke, it would been a historic moment, and these ladies would have shown the PWD true power of women by working with conviction, in the sensitive north bombay division. But instead, Mrs. Bhujbal who was very much confortable sitting on one chair without anyone disturbing, earning money, and caring a dam about the happenings. She is so miffed with you, God bless her for this, that she has approached her long time “friend”, a dean of a famous and reputed Government Hospital in South Mumbai. This dean is in process of approaching our beloved CM Devendra Fadnavis to cancel her order. Dean “Small Man” be careful, we also have our “eyes” on you! Also, i have learnt that Mrs Bhujbal’s husband, an influential Supretendant Engineer at the MGP, is trying all his resources to put his wife in the comfortable enviornment of south sub-division. Both husband wife met you for the transfer to be held back, which I learnt has left you red faced.
Sir, i have observed that whosoever is not following your orders or not falling in line are straight away suspended. But you are not the one who will just haphazardly transfer anyone. If they fit the bill, they are due for transfer after completion of their tenure, you will take the step and yes without caring about any consequences. PWD is certainly feeling the tremors of your presence. Please take this Mrs Bhujbal on task and my request is to send her to some remote area or atleast SUSPEND…She is no less than a crooked mind. Prove your detractors that There exists no sex inequality in your books. If RT Patil can be suspended for insubordination then, even Mrs Bhujbal can be….In my words, atleast for a year or two, PWD should run on the rule, “Anand Kulkarni’s way or the Highway”…and yes, please dont get bothered by the Minister.
