१) मागच्या ब्लॉगमध्ये मी मित्रत्वाबाबत विचार मांडले होते. ज्यांनी कोणी ते वाचले नाहीत त्यांनी कृपया माझा तो ब्लॉग अगोदर पहावा.
असो ! या वेळी मी सरकारी मैत्री कशी असते हे तुम्हाला सांगतो. राजेश वर्धन नावाची एक व्यक्ती आहे. त्यांचे हाजीअली येथील प्रतिष्टीत हिरा पन्ना शॉपिंग सेंटरमध्ये मोबाईल, इलेक्ट्रोनिक वस्तूंचे मोठे दुकान आहे. गेली १६ वर्षे ते आपले दुकान इमाने चालवतात. वर्षाची आर्थिक उलाढाल काही कोटींची. दक्षिण मुंबईत दुकान असल्याने त्यांना राज्यातल्या सार्वजनिक बांधकाम खात्याच्या अधिकाऱ्यांशी घरोबा करण्याची संधी मिळाली. पण तीच संधी कशी त्यांच्या जीवावर बेतली आहे हे पुढे वाचा. त्यांच्या दुकानात सार्वजनिक बांधकाम खात्याच्या अधिकाऱ्यांचा राबता असायचा. पाटलापासून चौबेपर्यंत, गायकवाड, जाधव ते मलिकनेर असे अधिकारी त्यांच्या दुकानात यायचे. ते वर्धन यांचे भरोसेमंद ग्राहक होते. रामगिरी या सरकारी बंगल्यावर वर्धन नेहमी जात. मालाची डिलिवरी घेऊन. हा प्रतिष्ठित बंगला कधी काळी राज्य सरकारच्या कॅबिनेट मंत्रांना राहण्यासाठी दिला जायचा.
पण वेळेचे महात्म्य मोठे असते. वेळ चांगली असेल तर सर्वच जवळ असतात आणि ती खराब झाली की आपली सावलीही सोडून जाते. वर्धन यांच्याबाबतही असेच झाले. वर्धन यांना धंद्यात मोठा फटका बसला. आर्थिकदृष्ट्या ते खचले आणि त्यांना सर्वजण टाळू लागले. अगदी सार्वजनिक बांधकाम खात्याचे अधिकारीही. सार्वजनिक बांधकाम खात्याच्या एका अधिकाऱ्याने (मराठी मध्ये याचे भाषांतर केलेत, तर लगेच नाव सापडेल “Most Comfortable God”) वर्धन यांच्या कडून २०१३-१४ साली, आपली बायको, मुलगा आणि काही नातेवाईकांसाठी १५ लाख रुपयांचे मोबाईल खरेदी केले होते. अर्थात उधारीवर. गेल्या वर्षी त्याने त्यापैकी ७ लाख रुपये दिले. पण तो डोमकावळा बाकीचे पैसे गडप करायला बघतोय. वर्धन त्याच्याकडे पैसे मागायला गेला तर तो म्हणतो कसा, अगोदर एलओसी येउदे, गेल्या २ वर्ष्यापासून मी कोणालाही पैसे दिले नाहीत, ती आल्यावर मी तुला पैसे देतो. यात दोन गोष्टी आहेत, एकतर त्या अधिकाऱ्याने सार्वजनिक बांधकाम खात्यासाठी ते मोबाईल खरेदी केले. कारण एलओसी ही कंत्राटदार किंवा पुरवठादार यांना पैसे देण्यासाठी वापरतात नाही तर तो अधिकारी वर्धन यांना मूर्ख बनवत असावा. आता वर्धन हे खात्याचे अतिरिक्त प्रमुख श्री. आनंद कुलकर्णी यांना भेटणार आहेत, असे कळते. आनंद कुलकर्णी यांची खात्यात मोठी जरब आहे. ते काही सकारात्मक बदल खात्यात करताहेत असे कळते. पदावर आल्या बरोबर त्यांनी पाच अभियंत्यांना निलंबित करून चुणूक दाखवली आहे.
२) तुमच्या लिखाणाची फेसबुक आणि इतर सोशल मिडियावर लिंक देणे कधीही चांगले. मी तसे करतो. राज्यातील अनेक पत्रकार ब्लॉग लिहितात आणि सोशल मिडियाचा चांगला वापर करतात. आपले मुख्यमंत्रीही त्याचा वापर योग्य करतात. पण एकच अट आहे मानली तर, तुम्ही जे लिहिता ते सर्वाना समजणाऱ्या भाषेत असावे. काही दिवसांपुर्वी एका चनॆलच्या ब्युरो चीफ्ने तिचे लिखाण टाकले ते चक्क गुजरातीत होते. आहो ताई, आ सू छे ?
3) सनदी अधिकारी आणि मंत्रालयातील प्रशासन अधिकारी यांच्या बदल्या हा तर दररोज चर्चेचा विषय बनलाय. मंत्री आस्थापनेवर मागील १० वर्षात ज्यांनी कामे केली आहेत, त्यांना शासन निर्णयानुसार काम करता येणार नाही, असा निर्णय नवीन सरकाराने घेतला होता. पण जर तुम्ही प्रत्येक मंत्र्याकडे डोकावलात, तर तुम्हाला ओळखीचे चेहरे जे मागच्या सरकार मध्ये कित्येक वर्षापासून ठाण मांडून बसले आहेत, ते भेटतीलच. शासन निर्णयाची सगळे नियमे या अधिकार्यांनी धाब्यावर बसवली आहेत. पण जे आता बाहेरून आलेत, त्यांना पण प्रशासन कसे चालते, हे काळात नाही. मग काय, पुन्हा सगळी कामे ठप्प पडणार. गती संथ होणार. हेच आपल्या राज्याची अधोगतीचे कारण आहे. नेमका माणूस, नेमक्या ठिकाणी जाताच नाही. आता उद्हारण घ्या एम.आय. डी. सी या विभागाचे. भूषण गगराणी हे त्या विभागाचे सी. ई. ओ म्हणून काम बघतात. त्यांच्या खालचे पद हे आबा जर्हाड यांना दिले आहे. कशी कमाल आहे बघा या सरकाराची. जर्हाड यांचे मूळ विभाग काय आहे ? उद्योग विभागाशी त्यांचा काय संबंध? कृषी विभागातले (माझ्या माहितीनुसार) जर्हाड उद्योग विभागात काय दिवे लावणार? त्यांनी भलेहि नवी मुंबई मध्ये आयुक्त असताना, किवा ठाण्यामध्ये जिल्हाधिकारी असताना सुंदर काम केले असेल, पण हि आबांची , लोकांची व त्या विभागाच्या सी. ई. ओ वर अन्याय नाही का? जो पर्यंत आबा, गगराणी यांच्याकडून सगळ शिकतील, तो पर्यंत सगळ्यात मोठी हानी होते ती वेळेची आणि न घेतलेल्या निर्णयाची. विभागाची प्रगती आबा नवीन असल्याने थोडी का होईना मंदावते, गगराणी यांनी सगळी कामे आबांना जरी सांगितलीत, तरी माहिती घेऊन त्यावर विचार करून, सल्ला घेऊन, निर्णय घ्यायला वेळ लागताच असेल ना? त्याच ठिकाणी जर विभागाच्याच माणसाला पदोन्नती दिली असती तर कामे लवकर झाली असती. याच प्रमाणे डॉक्टर अनिल महाजन हे पशुंचे डॉक्टर ना? ते विधी मंडळाच्या उपसभापतींकडे विशेष कार्यकारी अधिकारी म्हणून रुजू आहेत. ठीक आहे यांच्या कडे आबा असताना विधी मंडळाचा अनुभव असेल, पण मला काळत नाही कि हे लोक मूळ विभागात जात का नाहीत? आता सार्वजनिक बांधकाम विभागात चंद्रकांत पाटील यांनी खाजगी सचिव म्हणून श्रीनिवास जाधाव यांना घेतले. चला तुमचा आवडता असेल, ते आपण मान्य करू. माणूस हि तसा बारा आहे. पण हे काय? अतुल “खा”नोलकर हे तर विक्रीकर भवनात होते ना हो दादा? हे कसे काय तुमचे विशेष कार्यकारी अधिकारी? याच खानोलकरला मंत्रालयात आणायचा जर हट्टच तुम्ही धरला होता, तर त्याला वित्त विभागात किवा त्याचा आवडत्या माहिती तंत्र न्यान विभागात पाठवायचे ना? तुमच्या दोन्ही महत्त्वाच्या पदावर दोघांपैकी एक ही तळागळातला नाही. त्यात तुमचे खाते नाजूक. नशीब आनंद कुलकर्णी आणि तुमचे स्वभाव सारखे! सांगण्याचे कारण म्हणजे, कि ज्या पदावर जो माणूस असेल, तर त्या विभागाची कामे लवकर होतील, शासन समृद्ध होईल.

1. Anyways, the reason for writing about friendship was to make you understand how in our Government friendship has altogether a different meaning. Take the case study mentioned below of our very own PWD…Rajesh Vardhan a mobile, electronics and accessories vendor has his shop at Heera Panna Shopping centre at Hajiali. Heera-panna was the first actual Mall for imported goods in Mumbai. Rajesh Vardhan owns this shop and is in electronics business since last 16 years. Being close to South Mumbai, Rajesh has earned the privilege of knowing the who of PWD. The best part is that his turnovers is approx in some crores per annum and guess what, our Engineers are his biggest contributors. Right from all Patil’s, to the Choube’s, to the Gaikwad’s, to the Jadhav’s, to the Bedse’s and to the Malikner’s, all have been and continue to be his faithful clientele. He boasts of visiting Ramgiri for deliveries also during “those” times. Ramgiri is a government bungalow at the prestigious Malabar Hill often designated to the Cabinet Minister of our Government.
But now, as they say, when bad times come, everyone eludes you; howsoever powerful and influential you are. Rajesh was no God and in the past few years, Rajesh went through a rough patch financially. All these big names just forgot to take his calls, from the mobiles used from his shop! A lot of Engineers who Rajesh money. A certain Engineer from South division called “Most comfortable God” (please do the Marathi translation) had purchased electronics and mobiles worth Rs, 15 lakhs in 2013-14 for his son, family and his peers. “Most comfortable God” paid Rajesh Rs 7 lakhs last year and now for the pending 8 lakhs this officer is giving upsurd reasons to Rajesh for non-payment. “Most comfortable God” says, “let the LOC come, since past 2 years I haven’t paid anyone, and then only I will pay you”. What! Rajesh believed in this officer for a good couple of years, but now a lot of water has flown below the bridge. No signs of payment for the pending 8 lakhs. Two things are concluded, with this kind of statement made. Either PWD has purchased these mobiles via this officer as LOC is used to pay contractors or suppliers. OR this officer is straight away fooling Rajesh. Now what I have heard is that Rajesh is planning to approach Additional Chief Secretary Anand Kulkarni….the most terror officer in PWD. Heard he is making some tremendous changes in the system, which will send shivers down the spine of this department. He has already begun his journey by suspending 5 Engineers just a few days back.
2. It is good to give links of your write ups on Facebook, Whatsapp and any other social media site. I do it. Al lots of journalists across Maharashtra are blogging and using social media perfectly. In fact any decision, or announcements, our CM and other Ministers are also using social media extensively. The only condition is, that the write up should be in the language that everyone understands. On Facebook a dashing Bureau Chief of a channel had uploaded her article which was written in Gujrati. Madame, aa soo che ?
3. A lot has to be thought on the various transfers happening in and around Mantralaya at various levels. Be it class 1 or IAS. Now take the example of MIDC. Bhushan Gagrani is the CEO of MIDC. Now in the reshuffle of IAS, CM posted Aabasaheb Jarhad as JT. CEO. Now those who know, Jarhad’s background is totally different, his postings have been everywhere but anything related to Industries Department. What am I saying is that we should have officers who are from one department and maximum can be in the related departments? Like if Jarhad is from Agricultural Department, he should be placed in Rural Development, or department related to Agriculture. No offence to anyone, but what will Jarhad contribute to MIDC? Can Bhushan Gagrani be entirely dependent on Aaba Jarhad? No, never…so now not only Gagrani’s but entire MIDCs performance goes for a toss. Now Jarhad has done some fabulous work whilst Collector at Thane and Commissioner at Navi Mumbai. My whole point is why doesn’t our CM see basic department of the officer, his experience, his service book and appoint him accordingly. This was IAS example. I don’t understand what is Dr. Anil Mahajan doing working under Dy Speaker Vasant Davkhare? He is a VET right…and Davkhare, the deputy speaker of legislative council….also what is Atul Khanolkar who is posted as OSD to Minister of PWD, Co-operation, Marketing and Textiles? Khanolkar’s earlier posting was with Sales Tax….his appointment would have been understood with the Finance Department. Before these guys understand department, get hold, a lot of time is wasted. Efficiency is affected!
