डॉ लहाने, तुम्ही लय उची चीज आहात हो…

जे जे इस्पितळाचे डीन, ” पद्मश्री ” डॉ. तात्याराव लहाने यांच्या संशयास्पद ट्रिपबद्दल एका एनजीओने मुख्यमंत्र्याना लिहिलेले पत्र आमच्या हाती लागले. मोतिबिंदु तपासणी कॅम्पबाबत त्यांनी केलेला एकूणच प्रवास वादाच्या भोवऱ्यात सापडला आहे. एनजीओने पाठवलेल्या पत्रात जे जे मध्ये कमी आणि फिरतिवर जास्त असणाऱ्या लहाने यांच्या निलंबनाची मागणी केली आहे. जे जे मध्ये झालेल्या ग्लिसेरॉल कांडाची चौकशी करण्यासाठी नेमलेल्या न्या. लेंटिस आयोगानुसार प्रशासकीय कामासाठी जे जे मध्ये आयएएस दर्जाचे अधिकारी नेमावे, लहाने यांच्याकडे ते अधिकार देऊ नये, या निर्णयकडे एनजीओने मुख्यमंत्र्यांचे लक्ष्य वेधले आहे.  

संचालक डीएमइआर डॉ. प्रवीण शिंगारे  आणि डॉ. लहाने यांच्या संगनमताचा एनजीओने पर्दाफाश केला आहे. महाराष्ट्रात जागोजागी डॉ. लहाने डोळे तपासणी कॅम्प भरवतात. त्याला उपस्थित रहाण्यासाठी परवानगी मिळवतात. पण प्रत्यक्षात या ” प्रतिनियुक्ती ” ट्रिपचा वापर ते व्यक्तिगत कामासाठी आणि नातेवाईकांच्या लग्नात हजर राहण्यासाठी करतात असा खळबळजनक आरोप एनजीओने केला आहे. डॉ. शृंगारे यांनी लहाने यांना परवानगी देऊन जीआर 1977 चा भंग केल्याचे दिसून येते. ज्या शहरांमध्ये हे कॅम्प होतात तेथे अगोदरच 5-6 मेडिकल कॉलेज असताना आणि त्यात पूर्णवेळ डोळेतज्ञ असताना लहाने यांची गरज काय? आपल्या हाताखाली काम करणाऱ्या डॉक्टरांना जातिविषयक वागणूक दिल्याबद्दल लहानेंविरोधात अनेकदा तक्रार करण्यात आली. जे जे च्या कर्मचाऱ्यांनी आंदोलनही केले. काही आंदोलकाना धमकी देऊन तक्रार मागे घ्यायला लावली. जे कर्मचारी डीनच्या विरोधात गेले त्यांची बदली करण्यात आली. डॉ. लहानेच्या विरोधात केलेल्या तक्रारीबाबत पुरेसे पुरावे असल्याचा दावा एनजीओने केला आहे. जे आज लहानेच्या सोबत काम करताहेत त्यांची घुसमट होतेय. त्यांना नोकरीवरुन काढून टाकन्याचे भय सतावते आहे.

 
डॉ. शिंगारे  यांनी 9 वेळा डॉ. लहानेंना प्रतिनियुक्तीवर पाठवले आणि प्रत्येकवेळी लहानेंनी त्याचा वापर आपले वैयक्तिक काम करण्यासाठी अथवा लग्नात हजर रहाण्यासाठी केला, असे एनजीओचे अध्यक्ष यांनी आपल्या पत्रात सांगितले. मे 2010 मध्ये डॉ. शिंगारे  यांनी लहानेंना प्रतिनियुक्तीची परवानगी दिली. पण लहाने दोन दिवसांसाठी आपल्या कामासाठी लातूरला गेले. त्याच वर्षी जूनमध्ये लहाने अज्ञात स्थळी आपल्या कामासाठी गेले. नोव्हेंबर मध्ये प्रतिनियुक्ती मिळवून ते आपल्या गावी जाउन आले. जून 2011 मध्ये लहाने प्रतिनियुक्तिवर पुणे येथे गेले. पण आपल्या नातेवाईकांचे लग्न आटोपुन परत आले. नोव्हेंबर 2011, जून 2012, डिसेंबर 2012 आणि जानेवारी 2013 मध्येही असेच घडले. या प्रत्येकवेळी डॉ. लहानेंनी सरकारी काम करणे अपेक्षित असताना ते मात्र प्रतिनियुक्तीची सुट्टी उपभोगत होते तेही करदात्यांच्या पैश्यावर, असा आरोप एनजीओने केला आहे. लहानेंच्या ट्रिपसाठी सर्वसामान्यांचा पैसा कशाला, असा सवाल वारंवार उठत आहे. 

लहानेंना प्रतिनियुक्तीवर नेमायचे आणि त्यांनी त्याचा वापर आपल्या वैयक्तिक कामासाठी करायचा, याला डॉ. शिंगारे  यांची प्रशासकीय अक्षमता आणि गैरव्यवहार कारणीभूत आहे. त्यामुळे स्थानिक मेडिकल कॉलेजमधील गुणवत्तेला संधी नाकारली गेली. लहाने कॅम्पसाठी जेथे गेले त्यांना त्या ट्रिपचा मिडिया इवेंट केला गेला. त्यामुळे स्थानिक डॉक्टरांना संधी नाकारली गेली, असा आरोप आहे. डॉ. लहाने यांना प्रकाशझोतात राहण्याची सवय हि अगदी पहिल्यापासून!! 

जे जे मध्ये झालेल्या ग्लिसेरॉल कांडाची चौकशी करण्यासाठी नेमलेल्या न्या. लेंटिस आयोगानुसार प्रशासकीय कामासाठी जे जे मध्ये आयएएस किवा आयपीएस  दर्जाचे अधिकारी नेमावा आणि डीन हे केवळ मेडीकल डीन असावेत  असे स्पष्ट करण्यात आले होते. त्यामुळे लहानेंना भारतीय संविधानाच्या कलम 311 अंतर्गत निलंबित करण्यात यावे अशी मागणी एनजीओने केली आहे. छळवणुक, जातीय वागणूक, एकाधिकारशाही यामुळे डॉ. लहानेंची प्रतिमा डागळली आहे. इतरांच्या कामात दखल देणे, निर्देश काढून इतर  इस्पितळाच्या अधिक्षकांच्या कामात हस्तक्षेप करणे, यासाठी लहाने जबाबदार आहेत. अगदी सफाई करणारा कामगार देखील लहाने यांच्या विरुद्ध उघड बोलतो. 

मेडीकल काउन्सिल, अन्न आणि औषध प्रशासनाने जेजेतील प्रोफेसर, लेक्चरर, टेक्निशियन, नर्सेस आणि इतर चतुर्थश्रेणी कर्मचाऱ्यांची स्वतंत्र भेट घेऊन चर्चा करावी म्हणजे डॉ. लहानेंची दहशत काय आहे याची कल्पना येईल अशी मागणी एनजीओने केली आहे. तसेच गट अधिक्षकांनीही देखील हे जाणून घ्यावे की डीन निर्देश काढून तुमच्या दैनंदिन कामात हस्तक्षेप करू शकत नाही. मंत्री विनोद तावड़े यांनी कर्मचारी भर्ती करुन पदे भरावित तसेच अंतरिम बडत्यांच्या फाईल ज्या सध्या धूळ खात आहेत त्या मार्गी लावाव्यत, अशी मागणी एनजीओने केली आहे.

various “questionable” trips Dean of JJ Hospital, “Padmashri”
holder Dr. T.P. Lahane has undertaken during various occasions for setting up
“Cataract Camps”. The NGO in their letter demand the CM removal of
Dean who has stayed at JJ more than the stipulated time. Also, the NGO points as
per the Justice Lentin Commission of Inquiry into JJ Glycerol Tragedy, for administrative
works, an officer of IAS or an IPS category has to be appointed. Dr. Lahane
being none! Dr. Lahane can hold only post of Medical Dean, but he enjoys being heads of both, Administrative & Medical. 

The NGO alleges that it
is a hand-in-glove setup of the Director-DMER Dr. Pravin Shingare and the Dean
Dr. Tatyarao P Lahane wherein permissions were sought by the Dean to visit
various places in Maharashtra for setting up eye camps but in-turn Dr. Lahane
used these “deputations” or “pratiniyukti” trips for doing personal work and attending
marriages of relatives. Few of the trips were surely personal, and the Director blindly signed such orders cited specifically in the letter.  It is also appears that Dr Shingare has been
responsible for permitting and misusing the GR of 1977 to depute this Doctor to
go to all referenced cities where there are already 5 to 6 Medical colleges
having full time professors as Ophthalmologists. It is also written that the
Dean is accused of committing atrocious acts against his own staffs with doctors,
staff’s, except coterie suppressed and oppressed allege the distraught are
willing to go on record if need arise. Manipulated complaint withdrawals are stage-managed
and a large number if agitators are allegedly threatened by the Dean for
removal of complaints. Many of them are in fact transferred. The staff’s, who
dare to go against the Dean, on numerous occasions, have faced transfers often
playing with their children’s careers in form of disrupting education mid-way. They
have to move lock-stock-barrel. The NGO claims to be having enough evidences of
the complaints received against Dr. Lahane. Those who are working with their lips
sealed face suffocation and suppression and are in fear of discharging duty
under the alleged terror of this Dean. Also there are staff’s just to escape the ire of the Dean, write appreciative letters in his favors to get a clean chit or be on his good side. 

There are about 9 occasions
this NGO has highlighted wherein Dr. Pravin Shingare granted
“deputation” to Dr Lahane but in turn Dr Lahane has
finished his personal work or attended marriages, says the President of the NGO . In
May 2010, Dr Shingare permits Dean on “deputation” but Dr. Lahane
goes to Latur for two days of personal work and comes back. In June same year,
again Dr. Lahane goes to an unknown place for personal work. In the month of
November of 2010 Dr. Lahane travels to his own native place and returns, citing
deputation. In June again of 2011, on “pratiniyukti” Dr. Lahane goes to
Pune but attains marriage ceremony of a relatives and comes back. Same thing
goes on for November 2011, followed by June, and December of 2012 and early
January of 2013. The NGO alleges that all these holidays were granted on “Deputation”
wherein Dr. Lahane was supposed to do Government’s work, but in turn he
finishes personal agenda’s on tax payer’s money, and returns on deputation. Why a common man has to pay
for Dr. Lahane’s trips, asks President of the NGO.

These 9 instances where
Dr Lahane has been deputed elsewhere from unknown to known place on personal
work is misconduct and administrative incapability of Dr. Pravin Shingare
notwithstanding opportunity denied to local talent in Medical Colleges. The NGO
alleges that wherever Dr Lahane travels, often the media is informed to cover
” mega event ” thus denying opportunity to any other local Doctor.
Also the NGO alleges that as per the Justice Lentin Commission of Inquiry into
JJ Glycerol Tragedy that the Dean of JJ should be Medical Dean and an IAS or IPS
should be administrative Dean, thus asking the CM to consider his dismissal
under Article 311 of Constitution.  With
voluminous records of harassment, atrocious conduct and his dictatorial behavior,
Dr. Lahane is not a respected figure anymore. Dr Lahane is also responsible for
encroaching into other people’s work many times, and interfering in the
functioning of Superintendent of all Group hospitals by issuing directions, that
fancy his wishes. Dr. Lahane is said to be smitten, in the corridors of JJ, by a dud movie “Ragini MMS”…God alone knows the reason for his liking towards this movie. But such is his aura, that the officials of Mantralya are also dancing on his tune, leave aside taking action on his finished tenure.  

The NGO has asked
ACS-MED and FDA to conduct separate meetings with each of the wings professor’s,
lecturers, Technicians, Nursing Staffs and other class IV employees of the
hospital to understand the dictatorship nature of Dr. Lahane. It should be held discreetly, appeals the NGO. Also Group Hospital Superintendent need to know that no Dean can interfere in their day to day activities and
issue them directives. The NGO expects Minister Vinod Tawde to immediately fill
up all the vacant posts and move the file of Internal Promotions, which has
been lying in the dust.   The NGO also asks the Minister and ACS-MED to first clean up babus favoring such kind of behavior of Dr. Lahane, then travel to JJ Hospital and then close in on the inept DMER.
