Zhol in the Mid Day Meal Scheme. Varsha Tai, does it have your blessings?
The Mid-day Meal Scheme is absolutely bogus. It was bogus 10 years ago, it is bogus even now. The contractor-government nexus has stooped to a level wherein they are earning money for years now from schemes which are meant for the underprivileged kids of our state. Extremely blood boiling and annoying, it is. With this blog of mine, I am exposing how the nexus works. And by the way, the Enforcement Directorate (ED) has already reached the doors of one of them, will Minister Varsha Gaiwkad and her staff be next, let’s find out. By the way, many times it is observed that the Minister is hand-in-glove with such money making schemes, but this time, has Siddharth Hathambire (claims to be a close associate of Minister and her husband), PS Sunil Chandanshive, her OSD Govind Kamble, Under Secretary Pramod Patil taken the Minister into confidence, only ED or relevant agencies will be able to find out if any of these or the Minister is involved.
Want to ask this Government why is E-tendering done? The concept of E-Tendering was introduced just to avoid blatant manipulations in tenders right? But even now under this e-tendering too, every tender in this department is managed. I really feel horrified to know that this nexus is earning their money from the bread which is meant to be going in the stomachs of lakhs children who are underprivileged of our state. Sickos! The tune of this corruption in this scheme is touted to be approx Rs. 500 to Rs 700 crores per annum. I have documents to prove it and the rate sheets of finalised food items. And by the way, one of the agencies who is the ‘supplier’ is already facing an ED probe in the MP Bhavana Gawali case. So Varsha Tai, if you are unaware of what is going on in your department, pull up your socks and be ready to take on the likes of Kirit Somaiya and other agencies posing a lot of questions to you.
I shall explain how the nexus works. So, first these people decide on the Tendering process and it is done with all relevant conditions that are a basic requirement for anyone to participate. Then comes the submission dates. People from all across India fill up these tenders. Then comes the Technical Evaluation stage. This is where the games of the nexus begin. Now even if you are giving the best quality of say pulses in pulses say Moong daal at Rs 60 per kg, this daal and the contractor will be removed at the sampling stage only. Why? This X contractor has not ‘managed or approached the nexus’. The contractor who is willing to give at half price plus maintaining the quality, is rejected at the Sampling stage. Then who remains. Only 2 to 3 players who are the nexus. Also the nexus who have submitted their ‘samples’ during technical evaluation there is no technology or procedure with the Government of Maharashtra to check if the same quality is supplied when they reach the students. These nexuses bring samples of Big Bazaar or any vendor where the quality is obviously passed, but let me assure you the same quality is not supplied. Hence we get to hear stories of sub-standard foods being supplied to many districts in newspapers every other day. So after the ‘clean contractors’ are wiped out from the sampling stage, remaining are the nexus people and turn by turn they take chances to loot the Government and make their own paradise, obviously after coming to L1 . It is this simple. And yes, let the suppliers who are rejected approach any lab of the state to check their best quality, it will be rejected 1000%. Also approaching courts and fighting the case for years, is also not an option for them.
Now who does this? So as per what documents I possess, districts such as Parbhani, Pune, Buldhana, Ratnagiri, Sindhudurg and Hingoli the rates are already fixed and I already know who will be awarded the contract in a few days time. I have the rates of L1, L2 and L3 district wise who is getting what. Just for naysayers, the above districts I mentioned let even Lord Krishna come down from heavens, the tenders will be awarded to NACOF (National Federation of Farmers Procurement & retailing Co-op of India) or NCCF (National Co-op Consumer Federation). The rates district-wise documents are in my possession. So I can also tell you that in this district the cost of Moong, Masoor Daal, Gram, Chawli, Matki, Whole Moong, Green Peas, Tur Daal, Refined Soya Oil and so on, with their Transportation cost. The current Rs. 700 crores Ghotala is in Technical Evaluation stage, and if not stopped By CM Uddhav Thackeray, this year and this money I have mentioned is going in the throats of the nexus. This is just 6 districts I have mentioned, watch this space for all the districts information to be unearthed.
Isn’t this like I have your first class certificate ready even before you have appeared for your 10th Std examinations? It is exactly like that. The contractor, the rates everything is already decided. ED has already knocked on the doors of NACOF and that Saeed who was caught, alleged close associate of MP Bhavan Gawali, Varsha Tai, the sword is hanging on your head. I don’t know if you are involved or not. I don’t know if the staff and dalaal I mentioned in para 1 are involved or not, but I know one thing, if this is not stopped the CURSE of the underprivileged and KARMA will bite you bad.
I know my blog reaches the right places. My appeal to them is, just be quick in this so that you can unearth another huge scam by this current Government.
