प्रवीण परदेशी चुकलेच नाही… आपल्या प्रथा चुकल्या!!!

महाराष्ट्राच्या मुख्यमंत्र्यांचे शिष्टमंडळ जेव्हा अमेरिकेत जायला निघाले तेव्हा अपशकून झाला. त्यांचे सचिव प्रवीण परदेशी पासपोर्ट (अमेरिका व्हिसा असलेले)  विसरले असल्यामुळे विमान चक्क १ तास २० मिनिट लेट केले. नवीन पासपोर्ट वर अमेरिकेचा व्हिसा नाही म्हणून, एर-इंडिया ने एका प्रवाशासाठी विमान लेट केल. झालं, फेसबुक वर  कोणत्यातरी पत्रकाराने (पी. टी. आय नंतर) ती बातमी टाकली, आणि दुसर्या दिवशी नुसता गदारोळ … प्रत्येक वर्तमान पत्रात आणि चानेल वर प्रवीण परदेशी आणि देवेंद्र फडणवीस यांच्यावर सडेतोड टीका!

हा सगळा प्रकार घडत असताना, माझ्या डोक्यात विचार चक्र सुरु होते. माहिती घेतली. आंतरराष्ट्रीय विमान तब्बल  दिड तास थांबवणे, हा प्रकारच एकू ण खळबजनक होता. झाले असे की प्रवीण परदेशी निघण्याच्या रात्री सुमारे ११ च्या दरम्यान विमानतळावर पोहोचले. नेहमी प्रमाणे त्यांच्या डोक्यात विचार, हातात स्मार्ट फोन, किवा ipad होता. जेव्हा तुम्ही फोरेनला जाता, तेव्हा सर्व-प्रथम गेट मधून आत जाण्यासाठी हरयाणा किवा बिहार चे पोलिस सगळ्यात आधी तुमचे तिकीट, तुमचा पासपोर्ट आणि व्हिसा बघतात. तुमच्या हातात असलेले सामान तोपर्यंत तुमच्याचकडे ट्रोलीवरच असते. एकदा आत शिरलात, कि सर्व प्रथम विमानाच्या “लगेज” मध्ये जाणार्या सामानाची ” स्क्रीनिंग” होते. त्याचे वजन मापन होऊन, त्याच्या झिपला लॉक लावले जाते. मग तुम्ही बोर्डिंगपाससाठी तुमच्या ठरलेल्या विमान कंपनीच्या खिडकीवर जाता. तेथे पुन्हा  तुमचे तिकीट, तुमचा पासपोर्ट आणि व्हिसा तपासून तुम्हाला बोर्डिंग-कार्ड दिले जाते. त्यावार तुमच्या विमानाची वेळ, गेट आणि सीट नंबर दिलेला असतो. मग तुमचे प्रस्थान सेक्युरीटी चेककडे होते. तेथे परत तुमचे बोर्डिंग कार्ड, पासपोर्ट आणि व्हिसा परत एकदा तपासला जातो. ते आटोपले की, तुम्हाला इमिग्रेशनला जावे लागते. तिथे तुमच्या पासपोर्टवर ठप्पा मारला जातो, तुमचा फोटो काढण्यात येतो आणि पुन्हा बोर्डिंग कार्ड, व्हिसा आणि पासपोर्टची तपासणी होते. अशा प्रकारे तीनदा चेकिंग झालेले असते. मग शेवटी  तुम्ही विमानाकडे प्रस्थान करताना, पुन्हा एकदा एक पोलिस तुमचे बोर्डिंग कार्ड, व्हिसा आणि पासपोर्ट बघतो. प्रवीण परदेशी यांना या शेवटच्या टप्प्यावर थांबवले गेले. नियमानुसार  जर एकाद्या  माणसाला,  योग्य कागदपत्राअभावी परत पाठ्वायाचे असेल, तर “लगेज” मध्ये गेलेले त्याचे सामान काढण्यापासून सगळा प्रकार विमान कंपनीला करावा लागतो.  आता एखाद्या प्रवाशाचे सामान कसे ओळखायचे ?  याकरिता तब्बल ३०० प्रवाशांचे सामान बाहेर काढणे बंधनकारक असते. त्याचे पुन्हा चेकिंग होणे गरजेचे होते.  जर हे केले असते तर आरामात १ तास तरी गेला असता. आता काय कोणास ठाऊक, कोणी निर्णय घेतला कि प्रवीण परदेशी हे अमेरिकेला त्याच रात्री  गेलेच पाहिजे, जुना पासपोर्ट ज्यावर योग्य व्हिसा आहे, तो पासपोर्ट आणला पाहिजे. तसेच झाले. कोणीतरी मग परदेशी यांचा जुना पासपोर्ट आणून  दिला आणि त्यानंतर त्यांना   विमानात येऊ दिले. यात वाया १ तास आणि २० मिनिट वाया गेलीत, आणि मुख्यमंत्र्यांची इज्जत सुद्धा!  

परदेशी यांचेसुद्धा तेच म्हणणे आहे, की जर मी तीन स्टेजेस पार केलेत, तर मला तेव्हा का नाही अडवले ? मगही  नामुष्की ओढवली नसती. अहो!  परदेशी साह्बे, पण  यात तुमची चूकच नाही. व्हिसा जुन्या पासपोर्ट वर होता,  तो पासपोर्ट घरी राहल्याने ही गडबड झाली ना? जर विमानतळावर आत शिरतानाच  तुम्हाला अडवले असते, तर हा प्रकार घडलाच नसता . असो. तुम्ही शिष्टमंडळात होता ना? आता थोडेसे विषयांतर करतो…  आपण थोडे मागे जावूया… २००१ साली भारतीय संसदेवर हल्ला झाला. अतिरेकी संसंद इमारती  पर्यंत आत शिरले, ते इतके आत कसे शिरले हे तुम्हाला माहित आहे का?  त्याला जबाबदार संसदेचे सुरक्षा रक्षकच आहेत.  मी खूप जबाबदारीने हे वाक्य लिहित आहे. खर सांगतो,  आपण राजकारणी, अधिकारी, पत्रकार, राजकारण्यांचे नातेवाईक हे सगळे पोलिसांना नेहमीच ” तुच्छतेने  ”  वागवतो.  तुम्हाला आठवत असेल संसदेवर हल्ला करणारे अतिरेकी  हे लाल दिव्याच्या गाडी मधून आले होते. तेथील सुरक्षा रक्षकांनी जर ती लाल दिव्याची गाडी अडवली असती, तर हल्ला टळला असता असे नाही,  पण हल्लेखोर एवढे घुमशान घालू शकले नसते. जर त्या सुरक्षा रक्षकांनी गाडी चेक केली असती आणि चुकून त्यात कोणीतरी खासदार असता, तर झाल, ” तू माझी गाडी अडवतोस, तुझी लायकी काय, तुझी आता बदली करतो,” म्हणून त्याला फायर केले असते. शत्रुघ्न सिन्हाचा डुप्लिकेट अशाच प्रकारे संसदेत शिरला होता. जर प्रवीण परदेशी यांना  सामन्य माणूस म्हणून चेक केले असते तर हा प्रकार घडला नसता.  ” अक्टिंग सी. एम”  उगीचच नाही म्हणत त्यांना. त्यांचा रुबाब, चेहरावरील हावभाव,  डोक्यात नेहमी विचार … पोलीस  बिचारे मुख्यमंत्र्यांचा ताफा बघूनच गार झाले असतील. जे माझ्या महाराष्ट्राचा  ऐवढा भार पेलावतात, ते चूक करूच शकत नाही असे पोलीसांना वाटले असेल. पण जे घडायचे होते, ते घडले…

ठीक आहे, तुम्ही नागपूरच्या वजनधारी गडावरच्या नेत्याचे माणूस  असाल, पण फडणवीस यांनी का तुमच्या मुळे मान खाली घालावी? देवेंद्र जी,  हे अवघड जागेचे दुखणे आहे… कोणताही सनदी  अधिकारी त्यांच्यावर  खुश नाही. एकदा दाखवून द्या वैदर्भीय झटका काय असतो तो… आणि हो जाता जाता….पोलीस हे दिवसरात्र  आपण सुरुक्षित राहायला, म्हणून झटत असतात…  कृपया ” इगो ” मधे न आणता आणून त्यांना त्यांच्या कामामध्ये अडवू नका… नाहीतर तुमचाच एकदिवशी परदेशी होईल!!!

Disaster struck when the Maharashtra Chief Minister Devendra Fadnavis led delegation left for US a week ago. The aircraft carrying the delegation was delayed over an hour on purpose, on it’s eventful departure night. Reason? It has been concluded that the delay was because of the CM’s high profile Secretary, Mr. Pravin Pardeshi, who forgot to carry his old passport which beard the valid US visa. Mr. Pardeshi was apparently carrying only his new renewed passport and was to leave with the delegation without a valid visa! Strange isn’t it for an IAS officer?

When PTI broke this news early in the morning next day, I was keen to find out the actual reason for the delay of AI 191. Many rumors such as CM delaying the flight on purpose were doing the rounds on various national/regional channels. It happened so, that Mr. Pardeshi on the eventful night of his departure, had reached the airport well before the stipulated time. The pensive eyes were tired but the attitude of ” acting CM” did not change one bit. Now for the readers, generally as soon as you enter the airport you make your first stop at the gates of the airport and your ticket, passport (with validity) and VISA are checked and then only you are allowed to enter the premises. Next, you go the check-in counter wherein a valid boarding pass bearing your seat no, gate no and time of departure is handed over to you by the carrier. Here also at the check in counter you have to submit your passport along with ticket copy. Third stage at the international airport is obviously the Security check wherein again along with your boarding pass, you will be asked to furnish your passport along with your boarding pass. Next is immigration. You certainly cannot avoid this as they stamp your passport, take a picture of yours, and here also the passport with valid VISA is checked. Finally, at the time of boarding your flight, again an uniformed man will finally screen your hand luggage with boarding pass and passports. After these mandatory procedures, only then you will be now put in the aircraft. Can you all believe, Mr Pardeshi had cleared all these  stages without a valid US visa, until the final check got him. He was asked to step aside then. As the news broke to the higher airport authorities, it was a tough call for the Air INdia officials to leave Mr. Pardeshi behind, who again was a part of a VIP Delegation, or to hold the plane back for a few hours, until Mr Pardeshi manages to get his old passport which actually had the valid US visa. The later option was decided.  Had it been decided to disembark Mr. Pardeshi, it would have been another mess by Air India. As per rule if one person’s checked in luggage is to be removed from the aircraft, the entire luggage of the 300 passengers needs to be brought on the floor and re-checked again for security reasons, which left with the option of delaying the flight.  Finally frantic calls were made to the Pardeshi household the expired passport bearing valid US visa was got and Mr. Pardeshi was asked to board the flight. Air India flight 191 had lost crucial 1 hour 20 minutes in this whole mess…

On his return it is learnt that Mr Pardeshi himself is at the loss of words as to how this entire episode happened… He himself is surprised how he was allowed to cross all the barriers. He maintains, had he been stopped at the gates in the first place, the embarrassment would have been saved. At the end of it, what I felt was that no, Mr. Pardeshi is not at fault. It is the security officer’s breach, the officials of Air India are to be blamed. In a similar incident in 2001 when the Parliament was attacked by the terrorists, they had similarly entered the Parliament in red beacon white Ambassador car. The security thinking its a VIP let the car in without any checks and later a fury of bullets left the whole nation paralysed. Had the security at the gates of Parliament checked the car, not that the attacked would have been averted, but certainly the magnitude would have been far less than actual. But who dares so? Who will check a red beacon ambassador. Had the security man done his duty, and by mistake,  had it been an actual VVIP or an MP entering the Parliament, God bless the officer on duty. ” Dont you ever dare to stop my car..don’t you know who am I? I can get you transferred at this very minute “. would have definitely been a typical answer. Believe me, with all my senses, am saying we are the one’s who demotivate the cops in whatever form they serve us. Ok, earlier to the attack, a duplicate or similar looking person of that of MP Shatrughan Sinha had entered the Parliament. NO checks were done even at that time!

Had Pravin Pardeshi’s image of an officer from the CMO or VIP tag been removed, would he have dared to even enter the airport? No…Our cops or the officers guarding us, are never respected by these  Politicians, Bureaucrats, relatives of the politicians or even we journo’s. Ego flares up in a minute if anyone stops us or checks us.  Where are we heading? Mr. CM, time for you to introspect!
