OFF THE RECORD review on some of the headlines…
Krushna Bhoyar or Krushna High Flyer in the MSEDCL?
A letter dated 26th January, 2025 signed by an engineer of MSECL Dastgir Bashilal Sheikh has made it to my inbox. The letter is addressed to IAS Lokesh Chandra – current CMD of Maharashtra State Electricity Distribution Company Limited (MSEDCL) and some serious allegations are made against one of the employees Krishna Bhoyar ‘A’ class employee working in Bhandup division. Bhoyar is also the General Secretary of the Maharashtra State Electricity Warkas Federation. PatPedhi, is a registered Credit Co-op Society, most of you must be aware of that. Through this letter Sheikh has alleged that Bhoyar has invested huge sums of ill gotten wealth in these Patpedhi and he has already approached the authorities and has asked the Chairman of MSEDCL to conduct a fair inquiry on Bhoyar. I, myself, had messaged IAS Lokesh Chandra to know the details to which I have come to know that the Vigilance team of the department is already conducting a detailed inquiry on the said letter. Now the problem is, on 30th of this month i.e. in 2 days Bhoyar is set to retire from services. I was told by someone that he is trying to enter the national federation for the employees after retirement. Sheikh in his letter has given details of money invested by Bhoyar in his and his wife and daughter’s name (letter is attached wherewith) in various Pathpedi..I request MSEDCL Chairman and the ACB to take cognizance of this complaint and till the issue is resolved to hold on to all the payments including his allowances and put pension of Bhoyar on hold.
IPS Transfers..
Since the PM is here on the 1st of May for more than 8 hours, transfers of both the IPS and IAS are postponed and I am told it can happen only after the ‘WAVES’ gets completed. Since CM Devendra Fadnavis personally knows every IPS and IAS officer, don’t get fooled by anyone who promised you a posting, as DF will not listen to anyone when it comes to postings of IPS. It has been more than 8 years now he handles the Home Ministry of Maharashtra, my gut feel says it will be only him who will be deciding who goes where. CP of Mumbai will have to wait for his retirement, and it is almost certain that Deven Bharti will assume the responsibility of the COmmissioner of Mumbai. I don’t think Center with so many activities on Kashmir front and Tahavvur Rana’s extradition will be in a mood to relieve IPS Sadanand Date. Next year Date might be made the DGP of Maharashtra and he can retire from that, is what a close source told me. Archana Tyagi is no longer in the race. It is said behind closed doors that only 3 out of 5 JT CP’s will be transferred as one of them has managed to convince the boss to continue. At the most, he will be changed from one to another table of ‘Joint CP’. Another one has just completed a year and two months at the new post. In the meanwhile I would request CP Vivek Phansalkar to make the most of the WAVES and get a few more farewell parties and don’t invite me there also 😔. Yes, it will be the Chief MInister who will dictate to his trusted lieutenant of his office who goes where and those orders the trusted lieutenant will forward it to the ACS Home and ACS Home will ask GAD to prepare the orders in next 4 hours. Please note, I don’t know in this process if the Chief Secretary will be involved or NO. IPS Manoj Sharma can become one of the Joint CP of Mumbai, as the post given to him now after his ‘Maharashtra comeback’, was a stop-gap arrangement. It is gossiped that Navi Mumbai Police Commissioner Milind Bharambe will be retained in Navi Mumbai. Thane Police COmmissioner’s post can be given to Amitest Kumar, Mira-Bhayander can be given to IPS Niket Kaushik and for Pune if Amitesh goes to Thane, my gut feel says it will be Milind Bahrambe who can be the Pune CP. Current Pimpri-Chinchwad Vinay Choubey is also considered for Navi Mumbai or MIra Bhayander. It will be a juggle amongst these officers whom I mentioned only. One more thing I have learnt from sources is that CM is more adamant on having direct cadre officers in important posts, an approach he has shown in recent IAS postings. But I feel it will be a bit unfair for promotee officers. If a balance of 70:30 is struck, it will be a good mix. There will be changes in Additional COmmissioners of Mumbai Police too.
