New Concept– what is Guardian Secretary to every district?
The 100 days target program given by the Chief Minister Devendra Fadnavis has had some serious implications on the bureaucracy. If the fight for guardianship between political parties in power wasn’t enough, I am not hearing good things for districts allocated to ACS and PS level of IAS officers sitting in mantralaya too. For the unknown, every bureaucrat sitting in Mantralaya, as the ACS (Additional Chief Secretary), PS ((Principal Secretary) and Secretary level has to visit his or her allotted district once in 3 months to take a review of things happening there. Great move, so that the babu’s sitting in AC chambers too should understand what a Collector, Municipal Commissioner or ZP CEO goes through everyday. Their problems can be communicated via this channel to the government and thus there will be efficiency in the working style of the government, could be the agenda. But those who are not in the good books of the list maker, have been given far off districts and those in the good books are kept in nearby areas. Now 1 bureaucrat was telling me, “it is OK vikrant for me to go, but then tell me if I visit for 3 days, I will take a plane to the nearby airport, keep all authorities on toes for those 3 days, they will do every arrangement ranging from best food to best accommodation for me even if it is government rest house, everyone right from the MLA to Collector will show me only the rosy picture and boom, I am back. It is like a mini vacation for me. When the real problems come, even at ACS level or PS level, work will happen only in Mantralaya as we are fully equipped here. The reason we (bureaucrats) stopped going to Delhi every second day is because of the introduction of something called “Video Conferencing”. When we have the technology, why go and spend so much government money again? Secondly, even if we go there, it is not like we are sitting free here in Mantralaya. Our desks are full all the time with files and our cabins are filled with people/visitors and here it becomes too much of a backlog. So the purpose is not getting solved.” Also one of the bureaucrats while sipping tea said, I feel CS Sujata Saunik should have chosen Gadchiroli instead of Thane, as CM himself has chosen Gadchiroli. I said, “I won’t comment on that”. By the way, if you don’t know, for this 100 day program ZP CEO’s and Commissioners and Collectors have to work on Saturday and Sundays too… My God, I pity the bureaucracy today…
CM is the boss!
It is confirmed and I am writing this with 100% confidence. No Minister, Deputy Chief Minister is running the show in Maharashtra today on important and crucial issues. There is no Liasioner, no Ashar or anyone who is doing any work for this Chief Minister of Maharashtra. If they say we will get your work done, they are lying. Everything is handled by the Chief Minister himself. People whom you thought were Fadnavis’s men, and we will get our liaison work done through them, Fadnavis is not even entertaining them or even meeting these ‘closest people’. What more can I say, even the Staff of Ministers (PS, OSD’s and PA) when the list was prepared the final approval was given by CM Fadnavis. Imagine, Nishikant Deshpande, who was PS to Minister Girish Mahajan, closest aid of Fadnavis, was dropped as PS and sent to Nagpur on some other post. One more thing, all IAS officers have to compulsorily report sensitive files and matters to the CM and it is the CM who will take the final decision and no one else. I am saying this is DF 3.0…make sure you don’t fail, else you will bear the brunt.

Hearing that all is not well between Ashar and the person who made him, and hence Ashar is not to be seen in the circuit. I have been writing for years, these Gujarati and Marwari businessmen/dalaal’s of Mantralaya will only lure you, endure you and at the end leave you after they have taken all your money. They have cheated every politician who has invested in them. Ye kisike nahi ho sakte. I have seen it in Mantralaya and at the BMC too.. There are so many examples. Ministers and Bureaucrats have lost all of their savings (ill-gotten ) in various ‘dubious’ schemes or some have lost in the builder line. But whom do they complain to? These dalaal’s have become so rich now that even the ministers in power cannot do anything to them as these dalal’s even know the colour of the underwear the Ministers wear. Marathi liaisons like Jadhav’s and Bhosale’s are given less preference than these ones because the interest rate is lesser than what these people give, but these politicians fail to understand, the return is at least guaranteed ! Mind you, Marathi dalaal’s have a heart and heart-to-heart they aren’t those typical blatant violators. Not like those who supply plastic rice in mid-day meal schemes and make money. Pathetic!
