जय महाराष्ट्र,

आपण परिवहन खात्याचे मंत्रिपदाचे पदभार स्वीकारला, आम्हाला खरच आनंद झाला. एक कार्यकर्ता मध्यमवर्गातून वर आलेला आज मंत्रिपदापर्यंत पोहचला याचा सार्थ अभिमान आम्हाला आणि आमच्या सारख्या असंख्यांना आहे. आपल्याला मध्यमवर्गीयांची दुखे कळतील आणि परिवहन खात्याकडून मध्यमवर्गीय गरिबांची होणारी ससेहोलपट थांबेल अशी अपेक्षा होती. मात्र आलेला अनुभव संताप देणारा, मनस्ताप व्यक्त करणारा आहे. नुकतेच माझ्या एका वरिष्ठ नागरिक असलेलेया मित्राने त्यांच्या चालक परवान्याचे नुतनीकरण करण्याचे काम एका दलाला कडे दिले. होय! दलाल पुन्हा आलेत ! आमचे झगडे यांना पुण्याला जावेसे का वाटले हे अध्याप कोडेच आहे!!! असो. आता मन घट्ट करून ठेवलेले आहे आम्ही… वरिष्ठ नागरिकांना त्यांच्या चालक परवान्याचे नुतनीकरण करण्यासाठी डॉक्टरचे प्रमाणपत्र लागते, हा नियमच आहे…  वरिष्ठ नागरिक वाहन चालवण्यासाठी सक्षम आहेत का? त्यांच्या डोळ्याने व्यवस्थित दिसते का या साठी डॉक्टरचे प्रमाणपत्र आवश्यक आहे. ते दिले नाही तर, चालक परवान्याचे नुन्तानीकरण होत नाही. माझ्या मित्राला आर. टी . ओ मध्ये गेल्यावर हे कळले. त्यामुळे दलाला त्यांनी काम दिले आणि काही मिनिटातच  त्यांचे काम झाले. तर सांगायचा मुद्दा असा कि दलाल पुन्ह आर. टी . ओ मध्ये परतले आहेत ! लढ्व्यय महेश झगडे हे परिवहन आयुक्त म्हणून मुंबईत कार्यरत असताना त्यांनी दलालांवर चाप बसवला होता. दलाली संकल्पनाच उध्वस्त केली होती. झगडे यांची बदली होताच हे दलाल पुन्हा कार्यरत झाले. आता त्यांनी त्यांचे भाव तिप्पट केले आहे. बी. पी. टी तून निघांणारे ट्रक झगडे यांच्या काळात नियमानुसार सामान घेऊन जायचे. आता अक्षरशा सामान लादून निघताना दिसतात. त्याना आता कोणीच अडवत नाही. दलालांनी आर. टी . ओ मध्ये बाजार मांडला आहे. माझ्या मित्राला त्याचा परवाना तयार असून डॉक्टर प्रमाणपत्र सादर करण्यात आल्याचा फोन दलालाकडून आल्यावर त्याला धक्काच बसला., कारण आजतागायत या कामाकरिता ते कोणत्याही डॉक्टर कडे गेलेच नाहीत. तरीही त्यांचे काम झाले आहे.

सूत्रांकडून कळते आहे कि रावते साहेब आपण मुंबईच्या फुटपाथवर ” माहिती कक्ष ” स्थापन करणार आहात. आर. टी . ओ ची कार्यप्रणाली, कामाची पद्धत याची माहिती मुंबईकराना देण्यासाठी आपला हा उपक्रम आहे, असे समजले. पण रावते साहेब, हा उपक्रम दिसायला स्तुत्य असला तरी मुंबई च्या फुटपाथवर नको. ” शाखा ” किवा ” झुणका-भाकर ” केंद्रांप्रमाणे फुथापाथ वर नका वो अडवू. सध्या अस्तित्वात असलेलेया झुणका-भाकर, आरेच्या  स्ट्टोल्वर तम्बाकु ते सिगारेट पर्यंत सर्व विकल जात आहे. तशीच अवस्था  या माहिती केंद्रांची होणार आहे…  रावते साहेब, आपण सेनेचे असे नेते आहात ज्यांनी प्रथम जनतेचा विचार केला आहे, पण अश्या माहिती केंद्रांमुळे मुंबईकरांना मोठी असुविधा होणार हे जाणून घ्या. पुन्हा जो महापालिका, पोलिस, ट्राफिक पोलिसांना म्यानेज करू शकतो, त्यालाच असे केंद्र घेणे शक्य होणार आहे. अशी माणसे सज्जन कशी असू शकतील ? असे केंद्र रात्रीच्या वेळी ” अड्डे ” बनणार नाही कशावरून? असा अनुभव झुणका भाकर केंद्राबद्दल तरी आमचा आहे. तेथे जमा होणारे टोळ भैरव स्त्रियांना केंद्रावर फिरकू देतील का? ही योजना म्हणजे संपूर्ण मुंबई अनधिकृत बांधकाम करण्याची शासकीय परवानगी देणारी नाही काय?

भ्रष्टाचार  आणि गुंडागर्दीला पुरस्कृत का करत आहात? मुंबई आगोदरच बकाल आहे. तिला अधिक बकाल करू नका. जुहु पासून मलबार हिल पर्यंत आणि दादर पासून गिरगावपर्यंत हे केंद्र उभे राहिले तर मुंबईच्या चेहेर्यावर मुरमांच्या  मोठ्या पुळ्यासारखे दिसतील. त्याने आमचे जीवन उध्वस्त होईल. चार लोकांना रोजगार मिळतीलहि  पण ते गरीब नसणार! आधीच श्रीमंत आणि गुंड असलेल्यांचे खिसे परत भरले जाणार. झुणका भाकर केंद्रांची आठवण अजून ताजी आहे.

सर, तुम्ही मे  महिन्यात परदेशात गेला होतात. त्यासाठी लागणारा पासपोर्ट काढण्यासाठी तुम्ही निश्चितच मुंबईच्या पासपोर्ट कार्यालयात एकदा तरी गेला असाल. तेथे स्मूथ आणि सहज चालणारा कारभार साहेब तुम्ही बघितला आहे. कोणता अति महत्व्हाचा माणूस असला तरी त्यालाही रांगेत उभे राहून आपले काम करून घ्यावे लागते. सर्वांना समान वागणूक नाही का? थोडीशी कार्यप्रणाली इथे मुद्दाम सांगतो… सुरवातीला पासपोर्ट इमारतीत असलेल्या माहिती कोउन्तर वर तुम्हाला जावे लागते. तेथे तुमची कागद पत्रे तपासली जातात. एकही कागद नियामनुसार तुम्ही आणला नसेल तर, तर अर्जदाराला घरी पाठवले जाते. तेथे कोणतंही सबब चालत नाही. तशी कार्यप्रणाली आर. टी . ओ मध्ये का नाही साहेब ? पासपोर्ट मिळवण्या इतकेच चालक परवाना मिळवणे महात्व्हाचे नाही का? कि परवान्याचा वापर फक्त अधिवास पुरावा आहे ? आर. टी . ओ मध्ये तुमच्या कडे २ ते ३ कागदपत्र असले तरी तुमचे काम होते. पासपोर्ट मध्ये हि काम सोपे करण्यासाठी दलाल असतात . पण तेही  कागदपत्र बाबात हयगय करत नाहीत. रावते साहेब , पासपोर्ट कार्यालयातील कर्यशम्तेचा मंत्र आपल्याला माहित आहे का ? सोपा आहे… त्याचे ” खाजगीकरण…” कागदपात्रांचे तापास्न्यापासून ते माहित्च्या नुतानिकारानाचे काम खाजगी संस्थेला दिले आहे. टी. सी. एस हे काम करते. सर्वात शेवटी सरकारी बाबू बसलेले आहेतच . त्यांचे काम फक्त एकदा परत कागदपत्र तपासून नुसते सही करणे असते. सगळे नियमानुसार तयार कसून त्यांच्या पुढ्यात ठेवली जाते. त्यामुळे सही करण्याशिवाय त्यांना काहीच काम नसते. विलंबान नाही, भ्रष्टाचार नाही, सगळ्या नियमांची कागदपात्रांची पूर्तता झाली कि नाही याची काळजी टी. सी. एस  कंपनी पाहते. मात्र आर. टी . ओ मध्ये दलाल शोधा त्यांना पैसे  द्या. तुम्हाला वाटेल तितकी कागदपत्रे द्या. एकाच रात्री तुमच्या हातात चालक परवाना!!!  महेश झगडे यांनी हि यंत्रणा बदलण्याचा प्रयत्न केला होता, पण त्यांना दूर करण्यात आले, कि ते स्वताहुन दूर झालेत हे कोडेच आहे!! आता सर्व लक्ष कणखर ओळखणारी जाणारी सोनिया सेठीयांकडे लागले आहे. त्या कामात झगडे यांच्या सारख्याच हुशार आणि मातब्बर आहेत. झगडे यांच्या अव्हालाचॆ अंमलबाजावणी करत असल्याचे समस्त आहे. मंत्रालयातील बाबू आणि एसी केबिन मध्ये बसणारे बाबू यांना साहेब जरा फिल्ड वर किवा हायवेवर उभे करा. नियमांपेक्षा जास्त सामान घेऊन जाणारे ट्रक, गाड्यावर कारवाई करायला लावा. आर. टी . ओ अधिकारी आणि दलालांच्या काळ्या युतीवर लक्ष ठेवून परिवहन खात्याची प्रतिमा सुधारा. वडाळा आर. टी . ओ ची पडायला आलेली इमारत सुरक्षित करा. बघा मुंबईकर तुमचा जयजयकार करतील कसा। हे सगळे पुन्हा कोणी खान आणि गडकर तयार होऊ नये म्हणून लिहिले… लहान तोंडी मोठा घास घेतला असेल तर माफ करा….

Dear Roate Sir,

Recently when a friend of mine who is a senior citizen, hired an agent to get his driving license renewed, he was in for a rude shock. If anyone of you who don’t know this, a senior citizen needs to get a doctor certificate to prove his agility along with his eyesight report to the RTO office, in order to get his/her license renewed. It is absolutely mandatory, as after a certain age your eyesight weakens and so on for these reasons. My friend had obviously hired an agent. Yes these ‘agents’ are back in our RTO and our fighter Mahesh Zhagade  (IAS) is somewhere in Pune, after a brief stint as Transport Commissioner in Mumbai. He was the one who had uprooted the concept of having agents in RTO offices. Anyways, my friend was in for shock when he received a call from his agent that his License was ready and his medical examination report was also filed. This friend of mine, has till date, not visited a single doctor to get his certificate for his License. But his work “was done”. 

Now comes another shocker! If sources are to be believed, Minister of the department Diwakar Raote has planned to set up Information Counters on footpaths to help people get information on RTO’s working style and procedures. Oh No sir! Another Shakha’s in making, for sure!! Or Zhunka Bhakar Kendras on roads, which sell anything but Zhunka Bhakar and Aarey Stalls which sells tobacco to cigarettes in the milk dairy outlets. Surely, a bad move, must say!  Raote Sir, you are known to be the only leader in Shivsena who practices first and then preaches. But believe me, with this move of yours, you will be surely  “inconveniencing” people, and a lot of them! Firstly there will be absolute haarakiri on getting the Information Counter’s spaces on footpaths. Secondly, only “a goon” who is able to manage the BMC, the Police, the Traffic Cops will be heading or owning these information counters,  as not a single normal person in Mumbai will be ready to take up this assignment in our polluted Mumbai. There will be group of youngsters always loitering around to see if they could sneak in and get to talk to any “lady” who will approach your counter. Then at nights, the same counters will be addas of people to meet. A total encroachment plan in Mumbai, legally!

Why again are you behind promoting corruption and hooliganism? Why Mumbai can’t just look decent, be whatever now? Imagine on a stretch of Juhu or a Malabar Hill, an Information Counter of the RTO. Roate sir, you stayed at Mhada (Andheri) for a number of years. Just tell me how does it feel when you see that stupid stall selling biscuits outside JW Mariott? Why don’t we just take it easy sir?

Also sir, in May you were travelling abroad, so I can safely assume you have been to a passport office, at Mumbai at least once!  Sir, have you seen how smooth and easy the operations were. You can be a VVIP but still you have to maintain the queue and you will be treated with utmost equality, isn’t it?. At first you have to go through an Information Counter which is located right inside the Passport Building itself. If even one small document is missing, the applicant is sent back. No if’s and but’s there. Why not the same for RTO sir? Isn’t to procure a Driver’s License as important as a Passport? or has a License been reduced to being  just an evidence or your proof of address ? Here at RTO even if you have only 2 to 3 papers, your work will be done. Aree, if your medical examination papers can be made available, where are we heading sir? There are passport agents as well, in Mumbai. But even these agents dare not take documentation process lightly.

Raote sir, finally do you know what is the success mantra behind efficiency of this Passport office? It is simple. All the processing work right from scanning of documents to record updating it has been handed over to a third party, in this case, to the efficient TCS. But there is a babu sitting right at the end, to conclude the procedure. He also verifies everything but the government babus work is reduced to just being of a signatory, that’s it! No corruption, No delay! TCS makes it sure, not even one single point is missed whilst the entire process of passport issuance. And here in your RTO, hire an agent, pay him, give documents as per your wishes, and you will be handed over the license in a fortnight. Mahesh Zhagde tired to change the system, but he chose to be away. Unfortunate. All eyes are now on the new iron lady Mrs Sonia Sethia. Heard she is doing an excellent job, by just trying to implement Mahesh Zhagade’s report. Get rid of these babu’s and your RTOwallas sitting in AC cabins. Let them be standing on highways patrolling excess weight-age cars and trucks, keeping an eye on the agent nexus, visiting RTO junctions, and trying to wipe out the corrupt image of the Transport department. We don’t need stupid drivers like the Gadkar’s and the Khan’s to kill people… Oh Yes, before I forget, please pay attention to your depleting Wadala RTO building.
