माणसात असलेली काहीतरी करुन दाखवण्याची मनीषा त्याला मोठे करत असते. मग बाकीच्या गोष्टी या पुरक असतात. डॉ. पल्लवी दराडे हे त्याचे उदाहरण. कुटुंब सुशिक्षित. पतीही सनदी अधिकारी. अशा परिस्थितीतही त्यांनी आपली ओळख निर्माण केली. आपल्या कामने. पल्लवीताई आज मुंबई महानगरपालिके मध्ये अतिरिक्त आयुक्तचा पदभार सांभाळत आहेत. कठीण अशा आयकर विभागात अप्रतिम कामे करताना पल्लवी दराडे यांनी काही वर्षे आदिवासी विभागात सुद्धा कामे केलीत. त्यांचा प्रवास कसा होता, आणि मुंबई शहरासाठी त्या काय काय करत आहेत, याबद्दल आपण जाणून घेऊया…
१. आय. आर. एस. ते मुंबई महानगरपालिकेचे अतिरिक्त आयुक्त पद… हा प्रवास कसा झाला?
प्रवास खूपच मजेदार पण आव्हानात्मक.मला आव्हानं स्वीकारायला खूप आवडतात. नवीन गोष्टी करणे, प्रयोग करणे, आयुष्यात वेगळे काहीतरी करणे, या स्वभावाची मी आहे. म्हणूनच जेव्हा मला आयकर खात्यातून अडीच वर्षे आदिवासी खाते, आणि आता मनपाच्या अतिरिक्त आयुक्तपद दिले, तेव्हा मी लगेचच त्याला होकार दिला. नवीन काहितरि शिकायला मिळते. खाते जरी वेगळी असली, तरी त्यातून काहितरी व्यवस्थित शिकणे आणि त्यात चांगली कामे करून दाखवणे हा माझा नेहमीच उद्देश असतो. प्रवास नेहमीच सुखाचा नसला, तरी आव्हान हातात घेऊन, काहीतरी चांगले करण्याचा नेहमीच माझा प्रयत्न असतो.
२.मुंबई शहर महानगरपालिकेचा (मनपा) काही वेगळा अभ्यास केला का?
नेहमी प्रमाणे जेव्हा आम्ही कोणत्याहि खात्याची सूत्रे हाती घेतो, तेव्हा आम्हाला त्या खात्याची ब्रीफिंग दिली जाते. माझ्याकडे शिक्षण, घनकचरा व्यवस्थापन, प्रशासन, अनधिकृत बांधकामे आदि महत्वाची खाती असल्याने मला पूर्व सूचना किंवा ब्रीफिंग मिळाल्या. पण त्या उपयोगी पडतात. जेव्हा तुम्ही सुजाण व्यक्तीसारखे आपल्या शहराबद्दल विचार करता, सर्व काही तुमच्या विचार करण्यावर असते. माझा अप्रोच नेहमी सकारात्मक असतो. मग वाचन असते. आणि मग दररोजच्या अनुभवातून निर्णय प्रक्रीया सुजाण होत असते.
३. मनापा शाळांबद्दल काही वेगळे निर्णय आपण घेतली आहेत का ?
मनपा शाळा हा तसा संवेदनाशील विषय आहे. त्यात मराठी माध्यम शाळा तर आणखीनच! आज जास्त करून आपल्या सर्वांचा कल हा इंग्रजी माध्यमाकडे जास्त आहे. मी या पदावर येण्यागोदर ३८ सेमी इंग्रजी शाळांची मान्यता असून देखील त्या सुरु झाल्या नव्हत्या. प्रथम मी त्या सुरु केल्या. उर्दू, हिंदी, इंग्रजी, सेमी इंग्रजी आणि मराठी माध्यामांच्या शाळांना प्रोत्साहान आम्ही देत आहोत, मुलांना यात चॉइस असला पाहिजे, पण आज जास्त करून आई-वडील यांचा कल इंग्रजीकडे जास्त आहे. मी वेळोवेळी आमच्या टीमला भेटून कार्यशाळा घेत असते, मनपा शाळा इतर शाळांच्या बरोबरीने वाढल्या पाहिजे, उत्तम शिक्षण येथे दिले गेले पाहिजे, हा सल्ला देत असते. आपल्याकडे उत्तम व्यवस्था आहेत, त्याचा उपयोग या मुलांना झाला पाहिजे, हा आमचा प्रयत्न असतो. त्यात आम्ही काही ठोस पाऊले ही उचलली आहेत. वेळ आल्यावर आम्ही त्याची घोषणा करू. आमच्या बरोबर काही एनजीओ सुद्धा तेवढ्याच दमाने कामे करतात. पण काही कारणास्तव त्यांची आणि आमची कामे ओवरल्यापिंग होत होती, त्या अडचणीवर आम्ही भेटून, चर्चा करून, त्यावर आम्ही कामांचे स्वरूप आखले. अशा येणाऱ्या अनेक अडीअडचणींवर मात करून आम्ही पुढे येत आहोत. एक तक्रार नेहमी असते, की पुस्तके आणि गणवेश लवकर मिळत नाहीत. ते पुढल्यावर्षी लवकर देण्याचे योजना आम्ही आखली आहे.
कुठल्याच मनपाने नाही केले असे, आम्ही आज ८ ते ९ हजार आठवीतल्या मुलांना TAB दिले. रात्रपाळी शाळांना आम्ही भरपूर प्रोत्साहान देत आहोत. मनपा आजही या शाळांना आपल्या जागा वापरायला देते. एनजीओ जरी या रात्रपाळीच्या शाळांना चालवत असले, तरी त्या शिक्षकांचे पगार इत्यादी मदत आम्ही सतत करत असतो. जे काही भाडे आम्हाला या शाळांच्या भरोशावर मिळत होते ते थकले होते, त्यांना ते माफ करून हवे होते, याबद्दल ही मनपा सकारात्मक दृष्टीकोण ठेवत आहे. लवकरच यावर काहीतरी निर्णय घेऊ. मग स्कॉलरशिप आणि बक्षीस या दोन मुद्द्यांवर निर्णय राहिले आहेत, या विषयांवरसुद्धा लवकरच मार्ग काढू.
४. डम्पिंग ग्राउंड मध्ये नवीन उपाययोजना मनपाने केल्या आहेत, आणि यात तुमचे योगदान हि भरपूर आहे, या बद्दल काय सांगाल?
घनकचरा व्यवस्थापन हे अतिशय आव्हात्मक काम आहे. जेव्हापासून मी सूत्रे हाती घेतली, आम्ही या प्रवर्गात ३००० मेट्रिक टन कचऱ्याचे सायंटिफिक डिस्पोझ्ल पद्धतीने त्यावर प्रक्रिया करतो, सगळ काही नियमबद्ध. बायो-रीएक्टर टेक्नोलोजीने आम्ही हे करतो. आत्तापर्यंत लोकांना कचऱ्याचे फ़क्त डम्पिंग होते अशी समजूत असावी, पण आता आम्ही त्यावर प्रक्रियासुद्धा करतो. कांजुरमार्ग येथे १ मेट्रिक टन कचऱ्यावर जेव्हा प्रक्रिया व्हायची नाही आज आमच्या कार्यपद्धतीमुळे ३००० मेट्रिक टन कचऱ्यावर प्रक्रिया होते. भारतात असे होणे, हा कदाचित पहिलाच असा उपक्रम असेल. दुसरे, ” ग्रीन वेस्ट ” हा आमचा नवीन उपक्रम आहे. जो १६ मेट्रिक टन ज्या आपल्या झाडांच्या फांद्या इत्यादी संपूर्ण मुंबईमध्ये जमा होतात, त्या आम्ही घाटकोपरला आणून, तेथे आमच्या एका प्लांटमध्ये त्याचे पेलेट्स बनवतो आणी ते विकतो.
मुंबई मध्ये एकूण १२०० मेट्रिक टन ओला आणि सुखा कचऱ्याचे वेगळीकरण करणारे कदाचित भारतात आम्ही एकमेवच! म्हणजे मी जेव्हा पदभार स्वीकारला, तेव्हा जेमतेम ३% ते ५% कचऱ्यावर प्रक्रिया व्हायची, आज त्याचे प्रमाण ३८% पर्यंत वाढले आहे. देवनार आणि मुलुंड येथे २००७–०९ दरम्यान मनपाने कचऱ्याचे सायंटिफिक प्रोसेसिंग ऑफ वेस्टसाठी एक एजन्सी नेमली होती. पण काही कारणास्तव तसे घडले नाही. त्यांनी कामांना सुरुवातच केली नाही. आता आम्ही कायद्यानुसार त्यांचे करार मोडून, स्वतः कामात मार्ग काढणार आहोत. तळोजामध्ये सुद्धा आम्ही जमीन संपादित करण्याच्या तयारीत आहोत. तर या प्रकारे घनकचरा व्यवस्थापनात आमचे काटेकोर लक्ष आहे, हे मला या निमित्ताने सांगायचे आहे.
५. डॉ. भाऊ दाजी लाड म्युझियममध्ये काही वेगळे केले आहे का?
डॉ. भाऊ दाजी लाड म्युझियम हे अत्यंत देखणे आणि सुंदर असे म्युझियम आहे. मनपाचे विश्वस्त येथे नेमलेले असून, महापौर यांच्या अध्यक्षतेखाली उत्तम मदत मनपा करत आहे. दरवर्षी मनपा २ कोटींची तरतूद येथे करत असून, वेगवेगळ्या कामांना येथे प्रोत्साहन दिले जाते.
६. अनधिकृत बांधकामे घोषित करणे आणि त्यावर कारवाई करणे हे एक न उलगडलेले कोडे आहे. मनपाचे काय निश्चित धोरण आहे? कायद्यात काही बदल होतील का?
अनधिकृत बांधकाम हा एक ज्वलंत पण अतिशय महत्वाचा विषय आहे. पर्वी “सी” वार्ड मध्ये एक ९ मजली अनधिकृत इमारत ४५ दिवसात उभी झाली. तक्रार होताच आम्ही पोलिस प्रोटेक्शन घेऊन ती पाडायला सुरुवात केली. लोकांचा ओघ सतत वाढत आहे. जागेचा अभाव आहे. पण याचा अर्थ असा नाही की अनधिकृत बांधकामांना प्रोत्साहन दिले जाईल. आमच्या प्रत्येक वार्डमध्ये अनधिकृत बांधकामांवर नियंत्रण ठेवण्यासाठी लोक आहेत. सगळ्या ताकदीने मनपा आयुक्त त्यांच्या पाठीशी उभे आहेत. उच्च न्यायालयाने सुद्धा ” ग्रीवियंस रेड्रेसल फोरम ” उपायुक्त यांच्या अध्यक्षतेखाली बनविली आहे. त्यात तुम्ही तक्रार करू शकता आणि त्यावर मग शहानिशा करून कारवाई केली जाते.
७. “आश्रय” उपक्रम कुठपर्यंत आलाय?
२८००० सफाई कामगारांना घरे देण्याचा उपक्रम जो राज्य शासनाने हाती घेतला आहे, त्यावर नुसत्या चर्चा सुरु होत्या, मानस होता पण ठोस अशी भूमिका नव्हती. पण आम्ही आता कुलाबा येथील एका भूखंडावर निविदा प्रक्रिया संपवून लवकरच कामे सुरु करण्याचा निर्धार केला आहे. मुंबईमध्ये असे एकूण ४५ भूखंड आम्ही निवडले असून, लवकरच ” आश्रय” या योजनेला या वर्षी सुरुवात करून पुढल्या वर्षी ठोस अशी कामे दाखवू शकू! आणि जुन्या इमारती पाडून आता सरकारने आम्हाला ४ एफएसआय दिलेला असून, लवकरच सफाई कामगारांना “अच्चे दिन” दाखऊ!!
८. आणखी काही उपायोजना?
केंद्र शासनाचा “स्वछ भारत ” अभियान आम्ही अप्रतिमपणे राबवत आहोत. नुकतेच वार्ड ” ब ” आणि ” च ” याला आपण उघड्यावर कोणीही शौचालयाला बसत नाही म्हणून पुरसत्कृत केलेले आहे. स्वच्छ मुंबई ह्या योजनेतर्गत मुंबई मनपा हि पहिली मनपा आहे ज्याने हा उपक्रम हाती घेऊन यशस्विरित्या पार पाडला. संपूर्ण मनपाला “Open Defecation Free” करण्याची तयारी आहे. पण ५२% लोक हे झोपडपट्टीत राहतात. मोठे आवाहन आहे. ” आर सेन्ट्रल” ” न ” आणि ” स ” वार्ड हे नव्याने वसलेले आहेत. तेथे हा उपक्रम राबवणे थोडे कठीण असले तरी आमची संपूर्ण तयारी आहे. ” क्लीनअप मार्शल” सुद्धा मनपा आता जागोजागी लावणार आहे. बरेच लोक ठिकठिकाणी थुंकतात, लघवी करतात किंवा त्यांचे कुत्रे जागोजागी घाण करतात, झाडलेले असले तरी तेथे कचरा करतात, त्या करिता मनपा आता मागील सर्व त्रुटी दूर करुन ” क्लीनअप मार्शल” लावणार आहे.

That’s Dr. Pallavi Darade an IRS for you. Who could have stopped her to reach the place she is today? Husband is an IAS too. Dr. Pravin Darade is the Secretary to the Chief Minister of Maharashtra Devendra Fadnavis. An IRS, a Law Graduate and a Doctor (MMBS) Pallavi Darade is now controlling the lifeline of Mumbai. She is the Additional Municipal Commissioner at the BMC. I happened to meet her, and wanted to know a bit about her, being the inquisitive Journo I am…Some excerpts from our informal discussion
which turned to an interview below….
1. Madam, how has your journey from being into Indian Revenue Services to Additional Municipal Commissioner been?
Interesting ! A bit of experimentation in life is always a welcome for me! I prefer facing new challenge rather than just doing routine things. I was topper in Surgery in my MBBS , but during the Course, I realised that rather than Medicine, Administration was more appealing. Also due to my father’s career in Civil Services , I also appeared for an entrance exam for the Union Public Services .He was an ardent fan of officers who were from the IAS /IPS /IRS category. I was selected for Indian Revenue Services( IRS) and after 15 years of Income Tax service, I decided to do my LLB Degree . I believed that understanding of finest nuances of law should be known to me .Then after that got a chance to work for the Tribal s in the Government of Maharashtra. Did that for 2 years and a half. Now when offered a chance of being an AMC, I accepted it as another challenge , as different than what I have done earlier!
2. From being an IRS to serving the Tribal, BMC is all together a different ball game. Any special preparations?
Generally when we officers take charge of any department we study various related subjects and also take presentation from these Department. Now I have important portfolios under me such as BMC schools, Solid Waste Management, Administration etc…Studying the subject is important but many times we have to rely on our instincts. Like we have to judge a lot. Then I think as a common person and the take view from his/her perspective. What are the problems I would have faced if I was a citizen if this city? Accordingly I try to act! And on top of that, the daily hard work and practical approach prepares you well.
3. Municipal schools is one issue which needs attention. What is the way ahead?
Municipal School is indeed a delicate subject. In that to promote Marathi medium is more challenging. But if you see, today for the parents and the children both prefer and the option will obviously remain to be in the English medium. When I took charge last year, there were 38 Semi-English schools which had all the permissions but they never saw the light. I went ahead and started those first. BMC has separate Hindi, Marathi, English, Semi English and even Urdu schools, but as I said the inclination is now towards the English Medium. My aim is very clear. Our BMC schools should not be left behind in any sense as compared to other private or International schools. I meet my HM’s regularly and try to give them the same direction. But with us, a lot of NGO’s are also participating with us to manage these schools. Till now, a lot of problems were unearth when I took charge. There was no demarcation of work stated clearly and a lot of responsibilities were not fixed. Overlapping of work was the major issue. I met these NGO’s, sorted everything out, planned everything and now things are moving smoothly. The latest problem we were facing till this year was the timely delivery of books and uniform. Made major changes in the same. Now at least next year, we will be able to give uniforms and books before we start the academic year. Then we did what no other Corporation in India has done! We distributed about 9000 TABS to the 8th standard students. Then we have night schools. We promote them and encourage them like anything. We bear the expenses such as salaries and plus we also give our premises to them for running the schools. There were small issues of rent arrears, scholarships and prizes distribution, which we will solve in the coming months for sure. Slowly but steadily growth is there.
4. Madam, you have made major decisions in the Solid Waste Management issue. Please share something on that…
It’s a very profound and sensitive issue . But yes, we have made some major inroads and taken some major decisions. Since I took charge BMC now processes around 3000 Metric Tonnes of waste using Scientific Processing as per MSE Rules using Bio Reactor Technology. This is a gigantic step in it’s own kind. A lot of people thing SWM is nothing but dumping waste. Not many know that we also know Process the same. In Kanjurmarg 3000 MT of waste is processed. A first of such kind in India! Then my new venture ” Green Waste” is a program wherein we collect approx. 16 MT of branches of trees and transport the same to our Ghatkopar plant. There we make small pallets and then sell them. Also Mumbai Coporation will be the first one who proudly can say that they have 32 waste segregation centres and we segregate and process both the wet and dry waste . This we are the largest segregator of Waste in India . When I took charge only 3% to 5% was being processed but today proudly I can say, the number has been increased to 38%. Also the agreements of Deonar and Mulund for Waste to Energy could not take off for various reasons . Then the agreements are now been terminated so that fresh work can be started . We are also are in process of acquiring land in Taloja which will boost the capacity of processing waste.
5. Any special plans for Dr. Bhau Daji Lad Museum?
Dr. Bhau Daji Lad Museum is a BMC Trust . The trust is headed by our Hon’ble Mayor Madam. Every year we make provisions of Rs. 2 crores for this beautiful museum.
6. Madam unauthorised constructs and demolition of the same is a big challenge we face in Mumbai. Any steps to control that?
Yes, till very recently you must have read about the multi-storey building in C ward which was constructed in 45 days. With police protection, we have started to demolish that now. BMC has designated officers in every ward to tackle unauthorised construction. The officers have been given all powers under the act to take action against unauthorised constructions. Hon’ ble High Court has also made Grievances Redressal Forum under the Deputy Municipal Commissioner and empowered him to remove any unauthorised constructions in his ward.
7. Project “Aashray” is not seeing the light? what’s the status on that?
“Aashray” was an ambitious project of the BMC . Under this project 28000 Safai Karmachari were promised to give quarters .Now this year, we have actually starting construction of one building at Colaba .Soon things will move positively. In the upcoming 2 to 3 years we will be doing actual justice with the Safai Karmachari. Also government has granted 4 FSI for such building .
8. Upcomming programs?
We are strongly promoting ” Swachh Bharat” Abhiram of Honourable Prime Minister. Our Moto is “Swachh Bharat, Swachh Mumbai”. I can proudly say that we recently declared Ward B & Ward C are complete “Open Defection Free”. I hope the same is implemented in entire Mumbai but Wards like R Central, N and S difficult as they are new areas . It gets a bit difficult to have defecation free wards when you 52% of population staying in the slums. But our efforts are on. Also we are appointing Clean up Marshals to ensure Citizens comply with Civic Responsibility .
